is there a way to filter a list of charges (via tickets) and exclude billed items?

Ray, the 5.6 final release will include the option to filter the Charges tab in the Tickets window by the Charges 'Stage' field allowing you to filter out Billed Charges. This will also work on any other Charges tab.
