To view all the Charges which need to be invoiced, you can use Charges reports, and in the charges filter leave only "Billable" charges which are "Not Billed" yet.

An Alternative way is to using the Invoice Creation Wizard (even if you are not going to actually create the Invoices at this time, or even if you don't use the QuickBooks Link at all, you can go through the first steps of the wizard) which is activated from File > New > QuickBooks Invoice. From here you can display all Tickets, Contracts or Accounts which have open balances (i.e. billable Charges which were not billed yet). This may be helpful for interactive work.
