Yes. You can receive an email alert only for Tickets Open and Close events, for all tickets. This can be achieved by each user by visiting the Tools > Options > Alerts tab and then un-selecting the option receive alerts as being the ticket manager and selecting the option to receive alerts about any ticket being opened / closed.
