Is there a way to not allow the technicians to delete dispatcher appointments?

Unfortunately there is no such option and if it was there - syncing with Outlook would also delete appointments. If you mean delete appointments for other employees then that depends on the privileges they have been given, specifically the "Other Employees' Calendars" privilege which would also prevent them from seeing other employees appointments.
