Upgrade Plan Pricing Question

We currently own 14 CommitCRM licenses, but since we have moved to an MSP business model we have fewer techs and we are only currently using 7 active licenses (and don't plan to use more than 1 or 2 more in the next year or two). We let our Version Upgrade plan expire 12-18 months ago, but may be interested in renewing it in order to upgrade to 6.3 when it comes out. Will we be able to upgrade at the "6-9 Active Employee Licenses" price (since we are only using 7 licenses)? Or because we own 14 licenses (although only 7 are active) will be have to upgrade at the "10+ Active Employee Licenses" price? I know your wording of your pricing structure would indicate that we can upgrade at the "6-9 Active Employee Licenses" prices, but I would just like to confirm that that is the case.
