Answer

Go to the Contacts tab for the Account and right click on the Secondary Contact you want to use then select Copy secondary contact to primary account and fill in any addition details required for the new Account. Once created the new Account will maintain a relation with the original Account - you can see this on the Relations tab on both new and old Accounts.
