    Is there a way to run report on tickets that have not been billed out?

    Answer

    In order to see which Tickets have Billable Charges that haven't been billed yet you can select to create a new invoice using the File > New > QuickBooks Invoice... menu option. The Window that opens lets you select the level of open balances you want to see - the Account, Contract or Ticket level. If you select the the Tickets level - then the list automatically filtered to show only tickets that have open balances (e.g. billable charges that haven't been invoiced yet).
