Is there a way that a quote can be linked within a ticket?
And link two tickets from the same account?

Under the Tickets Window you will find the Quotes tab. You can add as many quotes, all linking to this Ticket, as needed. When the Quote is won you can also convert it into billable Charges that will also all be linked automatically to the Ticket.

Thanks for this, but I was looking for actually linking a ticket that has already been created before a quote has been created and then linking the quote to that ticket.

You can do this also. Open the Quote and at the top right of the Quote window, just below the
line with "Lost < Open > Won > Convert to", you will see a small triangle pointing down and if you click that you can select a Ticket to link it to.
