retire existing server; setup new server

I have CommitCRM 8.0 SQL running on a 2003 server.

I want to upgrade to 12 and install on my new Server 2012.

What is the best way to accomplish this task?

Should I do all updates and upgrades on the 2003 server then migrate?

Should I setup a new install on the 2012 server and import a backup?
