Default contract for converted quote items

Is it possible to set all charges from converted quotes to use the system contract as the default?
Most ticket charges go on the MSP contract since they are support related and should not be billable. Quotes, on the other hand, are always billable and should never go against any contracts. My techs need to remember to change the contract on every quote they convert to charges. When they miss one, the customer is only charged for the parts, not the labor. This is very frustrating and time consuming to fix.
