How do I make a template for creating To-do lists?

Answer

First thing you need to do is create a To-do list and then you can save it as a template by clicking the little down arrow to the left of the To-do List title and selecting Save as Template. Then to add a list from a template in future, just click Add from Template and select it from the drop-down list.
