I am trying to set up items (under charges) and use them in the quote tool. I set up sales tax, enter the amounts but it seems to never apply anywhere in the quotes.

Answer

Tax will only be calculated when the Item is Taxable and the Account has tax/es set to it (under the Account Details tab).

This is true both for Charges and Quotes.

After setting the tax/es for the relevant Accounts, tax amounts of existing Quotes can be refreshed from the specific Quote details Window - Under the Quote menu select the Refresh & Recalculate Taxes for Quote option.
